GDAL rasterization with ALL_TOUCHED

Prompted by !222 (merged), among others, in some applications it's useful to enable the ALL_TOUCHED GDAL option. Right now, otbRasterizeVectorDataFilter, otbOGRDataSourceToLabelImageFilter and otbVectorDataToLabelImageFilter don't support that.
