OTB_LOGGER_LEVEL prevent application to work correctly
Description
On windows (tried on windows 8) if you set the variable OTB_LOGGER_LEVEL to "INFO" for instance it prevents the application to work. The process is stalled without any log or info whatsoever...
On Linux if you set OTB_LOGGER_LEVEL to a wrong value (toto for instance) it is the same thing.
Steps to reproduce
Set the OTB_LOGGER_LEVEL to "" and try to launch an application.
