OTB Deb package

While ITK4 has been removed from Debian 12 and Ubuntu 24, the deb package of otb was also removed. It is very interesting to have it packaged in the most used distribution to spread OTB to the Linux community. With full ITK 5 support available in OTB 10 coming in some weeks, we will release an official deb package and publish it for ubuntu/debian and derivatives
