gdal 1.8 debian package breaks TIFF support

gdal 1.8 debian package has been pushed to ubuntugis-unstable repository for all ubuntu versions.
the otb packages cannot open a TIFF any more
the 1.8 sources include a check of libtiff version by a call to TIFFGetVersion. if the return value of TIFFGetVersion is incompatible with the internal TIFF version (>= 4), the TIFF driver is disabled.

The modification just involves commenting the part where the GTiff driver is disabled

the 3.9.20110511-0ppa~maverick0+03af00c72039 version of libotb3.9 is usable again. tested via monteverdi.
gdal warning kept (ERROR 1: WARNING ! libtiff version mismatch : You're linking against libtiff 3.X but GDAL has been compiled against libtiff >= 4.0.0), which will appear on each opened TIFF.
