Update GDAL version in superbuild (3.1.0)

Update GDAL version in Superbuild to 3.1.0 and update the information on minimum and superbuild version of GDAL in the Cookbook

Rationale

GDAL 3.1.0 has been released, see the release notes. Updating the version in superbuild means that :

• CI will use GDAL 3.1.0 in build using Superbuild to build dependencies.
• develop packages will use GDAL 3.1.0

The Cookbook documentation on GDAL is out-of-date, this MR also updates this documentation.

Additional notes

In future work we could take advantage of the support for raster of dimension > 2 introduced in GDAL 3.1.0.
