dem_builder: hardcoded src/dst nodata

• Improve the build_dem method (GDAL Python API)
• no more hardcoded values. @sgascoin should the dst nodata value be 0? It might classify valid pixels in the DEM as nodata.
• mask water in DEM using a watermask
