Add tools to compute PSL and Nobs (QC layer of PSL) from Theia products

  • For CoSIMS, we need to test the Permanent Snow Line (PSL) algorithm on Theia products (snow probability is equal to 1)
  • QC layer of PSL is the number of observations per pixel (NOBS)
