Define a ready-to-use environment for HAL + its modulefile

It'd certainly help HAL users to be able to use S1Tiling with a simple module load S1Tiling.

Questions: where can we drop the python/conda environment? And where can we drop the modulefile? (location, user/group...)

Tasks:

• obtain a shared (and public?) directory where to drop a virtual environment where S1Tiling will be installed
• Provide the associated modulefile
• Update HAL related documentation
• Provide a script to help setting up everything (every time a new version of S1Tiling is available)
