Thermal noise removal is not perform

When the user set the option remove_thermal_noise to true in the config file the thermal noise is not remove due to wrong behavior in otb (cf. orfeotoolbox/otb#2158 (closed) ). Indeed the noise application parameter is set through a ! to the otb:function and the noise reduction is not perform.
