ENH: Check of c++11 support and module declaration of c++11 requirements are not needed anymore in otb configuration

This reverts commit 112e533d.

- update CMake minimum required version
- set the C++ standard
- set otb::Image constructor to =delete to test

This reverts commit 4793d0f8, reversing
changes made to 88d2eae7.

COMP: Check for C++11 support at configuration time. Exits with fatal error for modules explicitly requiring C++11
