Merge branch 'majority-voting-isolated-pixels' of ssh://git.orfeo-toolbox.org/otb into majority-voting-isolated-pixels

no need for the max frequencies; only need to know if they are different

- make vars const
- copy map into vector on construction
- typedefs for code readability

for code readability and avoid passign the vector to the method, which
may allow changing the histogram implementation
