ENH: change the policy of the CommandLineLauncher

     - In the LoadParameters method :
       * Parse the CLI
       * For each parameter key, try to instanciate the relative Parameter to be able to use
         HasValue, GetActive, GetRoot method
       * UpdateParameters is called each time a parameter is set successfully
       => Correct uncorrect behaviours when having ChoiceList Parameters, Group Parameters.
