BUG: dynamic_cast fails when image is not of type OutputImageType. Replacing the GetProjectionRef() call since it is the only one requiring the dynamic cast

TEST: update otbConfusionMatrixCalculatorUpdate test, just overall accuracy value is checked for now

TESTS: disable wrappers/Qt tests when OTB_USE_VISU_GUI is OFF. usually it's because we don't have a display available

BUG: OGRIOHelper needs to create Memory datasource, so OGRRegisterAll need to be called. this fixes test otbVectorDataToLabelImageFilterWithoutReader
