Conda recipe with Core only (no Superbuild)

Description

Create a recipe producing a conda-compatible package. This recipe will build an otb package with only Core Module. The dependencies used should be installed and specified in the conda recipe, not in the superbuild.

Part of tasks #2477 and #2478 .

Generic:

• Time during the sprint to realize this issue

Generic:

• No test regression on CI
• Code reviewed by peers
• Code cleaned, no "debug" traces or "TODO" comments kept.
• New code documented

• Cookbook recipe compilation document updated
• Note in the readme updated
