BUG: #1734: replace envi format with TIF

Most of the tests using ENVI format images now use TIF instead. Exceptions are limited to IOGDAL and ImageIO modules.

This branch should be tested with the corresponding branch on OTB-Data.

As far as I know there are no release branches in otb-data. So we should cherry-pick this in #1722 (closed) if we want the tests in release-6.6 branch to still pass, right?

Actually there are release branches in otb-data, but that does not provide us to cherry pick this fix if needed.

ah ok. I guess it's a bugfix so still put it in release-6.6, right?
