Set OTB_USE_DEPRECATED to ON by default

Summary

• Make OTB_USE_DEPRECATED default value ON
• Un-mark as advanced

Rationale

I think OTB_USE_DEPRECATED should be ON by default. Being off by default means that deprecation == removal in the default build configuration. What's more it's an 'advanced' CMake variable, so well hidden from users (it's also not documented anywhere). This is not suitable for semantic versionning and it causes some dashboard problems when testing deprecated features. See the current test fail about apTvPrConvertSensorToGeoPoint.
