Summary

Patch to solve partially our S1 localization problems (wrong GCPs).

Closes #1861 (closed)

Rationale

Used to correct S1 localization for S1 products taken after March 2017.

Classes and files

Only one classe has changed : ossimSarSensorModel with comments for range time offet calculation. This calculation was made with GCPs as inputs and GCPs contain wrong lat/lon values for recent S1 products.
