Patch for S1 localization problems (part 2)

Summary

Patch to solve completely our S1 localization problems (wrong GCPs). A first merge was made for this problem (!450 (merged)).

Rationale

Used to correct S1 localization.

Classes and files

Only one classe has changed : ossimSarSensorModel with comments for azimuth time offet calculation. This calculation was made with GCPs as inputs and GCPs contain wrong lat/lon values for recent S1 products.

  • Optionally, run git diff develop... -U0 --no-color | clang-format-diff.py -p1 -i on latest changes and commit
