Update diapotb git tag

Summary

Upgrade the diapotb version used in OTB (master branch of 30/01/2020).

This adds remote_modules/diapotb!22 (merged), remote_modules/diapotb!23 (merged) and remote_modules/diapotb!24 (merged)
