Deprecate the qgis plugin

Summary

Update the documentation to deprecate the QGIS plugin (see #2149 (closed))

Rationale

As explained on the forum, since QGIS 3.8 the qgis-otb-plugin is part of QGIS’s source code. It is not required anymore. People using older versions of QGIS still need this plugin. But those old versions of QGIS are deprecated (QGIS 3.6 went out 2 years ago), so it makes sens to deprecate this plugin too.

This MR updates the documentation to make it clear the plugin is deprecated.

The copyright owner is CNES and has signed the ORFEO ToolBox Contributor License Agreement.


Check before merging:

  • All discussions are resolved
  • At least 2 👍 votes from core developers, no 👎 vote.
  • The feature branch is (reasonably) up-to-date with the base branch
  • Dashboard is green
  • Copyright owner has signed the ORFEO ToolBox Contributor License Agreement
  • Optionally, run git diff develop... -U0 --no-color | clang-format-diff.py -p1 -i on latest changes and commit
