Don't search and package boost date time

Cédric Traizet requested to merge package_remove_datetime into release-8.0

Summary

In !868 (merged) boost datetime has been replaced by std::chrono and the date library from Howard Hinnant. However the Cmake code of OTB still search for the boost library, which results of it being packaged. This MR remove datetime from the list of requied boost libraries in OTB
