Fix default parameters for RCS algorithm that gives blurry result

Thibaut ROMAIN requested to merge fix-pansharpening-rcs-filter into develop

Default parameters for RCS algorithm were not good enough, add the possibility to change the radius parameter. Fixes #2340 (closed)
