DOC: add a before installation step in documentation to describe system dependencies to install

The system dependencies needed to launch OTB after the extraction of the package or to build it is found in multiple pages in the cookbook using search which is not clear at all. This MR fixes this by adding a "First step" section in the Get Started paragraph, in order to summarize the dependencies to install on each system.
