Header test failing due to sign macro

The macro sign is defined in otbSARDEMPolygonsAnalysisImageFilter.txx, and used by the AmplitudeEstimationFunctor. It should be moved to a separate header to be included by otbSARAmplitudeEstimationFunctor.h.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
