Remove peps_download from source

Remove peps_download from source.

Provide a python entry_point which support input data stored in local directory and another python entry_point with input data retrieve from online storage. For this part we advice to use eodag tool which allow to retrieve data from several providers (CNES datalake, PEPS, SciHub, AWS, ASF(in near future) )
