Check for QTLRELEASE_EXECUTABLE before i18N. This was forced
by Windows build where QT doesnot have QTLRELEASE.

Updated ConfigureMonteverdi2.h.in to setup proper dllexport
and import macros based on BUILD_SHARED_LIBS option.

added export macros in required places.
