ENH: Fixing error in default quicklook generation policy : we use the max of the sample ratio instead of the min. Also, the quicklook size has been raised a litle in order to get better rendering

ENH: Enhancing list sample generation : a random non-repeating iterator is used along with a max sample list size. This prevent the application to allocate too much memory for sample list when working with hyperspectral data.
