Conda Recipe with Superbuild + Core

Description

Create a recipe producing a conda-compatible package. This recipe will build an otb package with only Core Module build and superbuild dependencies.

Part of tasks #2477 and #2478 . To do before #2506 (not blocking but it will be easier to start with this one)

Definition of Ready

Generic:

• Issue complexity evaluated
• Priority of issue evaluated
• Time during the sprint to realize this issue

Definition of Done

Generic:

• No test regression on CI
• Code reviewed by peers
• Code cleaned, no "debug" traces or "TODO" comments kept.
• New code documented

Specific:

• Protocol document to build the recipe in cookbook
• Note in the readme about the conda recipe
