Conda recipe for all OTB modules

Description

Create a recipe producing a conda-compatible package with ALL otb modules and not using superbuild .

Part of tasks #2477 and #2478 .

Definition of Ready

Generic:

• Issue complexity evaluated
• Priority of issue evaluated
• Time during the sprint to realize this issue

Definition of Done

Generic:

• No test regression on CI
• Code reviewed by peers
• Code cleaned, no "debug" traces or "TODO" comments kept.
• New code documented

Specific:

• Protocol document to build the recipe in cookbook updated (compared to #2506 )
• Note in the readme about the conda recipe
• A conda package that can be downloaded (on beta state on anaconda ?)

To review:

• Rattler recipe works on ubuntu
• Package can be installed on a fresh conda environment
