Conda Recipe for RHEL8/rocky Linux

Description

Now that thanks to #2507 we have a working conda recipe for ubuntu, check that this recipe works on RHEL/rocky 8.

Part of tasks #2477 and #2478 .

• No test regression on CI

• Protocol document to build the recipe in cookbook updated (compared to #2507 )
• Note in the readme about the conda recipe
• Conda package published at beta state on anaconda
