Increase default ram limit to 256MB

Summary

Increase default ram maximum to 256MB (from the current 128MB). And refactor GetMaxRAMHint a bit.

Rationale

Closes #1784 (closed). The 256MB value is closer to the GDAL default of 383MB (5% of system ram) on a typical 8GB machine. Benchmarks in #1784 (closed) seem to indicate the performance improvement is very small.
