Logger bug

Antoine Regimbeau requested to merge logger_bug into develop

This MR fix two bugs:

  • infinite loop in logger creation
  • handling windows environment variable that keeps quotes

Closes #1839 (closed)

Additional notes

Log for wrong OTB_LOGGER_LEVEL is changed to Warning.
