Update openjpeg version in superbuild

Upgrade to openjpeg 2.3.0 in Superbuild
Rationale
There is a trouble reading big jp2 file when the image is too big.

I tested this MR in a local build with !655 (merged) modiifcations and I can load a 2.2 Gb JP2 file, and then navigate in the image very smoothly. It may be a bit faster to load than with previous version of OpenJPEG, but that's hard to say on a single test.
Maybe we should test on W10 platform, but on Ubuntu 18.04, it's fine.
