Upgrade to openjpeg 2.3.0 in Superbuild

Rationale

There is a trouble reading big jp2 file when the image is too big.

This is a limitation of the openjpeg version : https://lists.osgeo.org/pipermail/gdal-dev/2017-October/047397.html
