PKG: add LERC as external dep, compile gdal with it

Tristan Laurent requested to merge add_lerc_driver_gdal into develop

Add LERC support to gdal dependency. For this libTIFF used by Gdal must have LERC support. Thus LERC is added in libtiff and gdal deps build
