Dockers naming/versionning scheme is wrong.

We should use OS + OTB version number as the docker tag, but just a version number that is relative to the content of the docker.

For instance, we may change other dependencies (like dot) without changing OTB version, nor OS version. For S1Tiling building to correctly use the latest docker, its version number shall be unambiguous.
