This merge request adds a new recipe for hyperspectral image processing.
Rationale
OTB has algorithms and applications for hyperspectral image processing, but there is no associated recipe in the Cookbook (issue #1851 (closed)) . This recipe has two parts, one for hyperspectral unmixing and one for anomaly detection.
