CI Fix CDash error report

Guillaume Pasero requested to merge ci_error_report into develop

Rely on log files rather than CDash API to derive the job status (asynchronous submission issues).

Other fixes:

  • artifacts fixed for documentation job
  • no need to config git user anymore (done in docker images)
  • doxygen only built for develop and release profiles.
