In debian/unstable, opencv and libinsighttoolkit4 are in bad shape, preventing otb to compile. In debian/testing, libinsighttoolkit4 has been removed (https://tracker.debian.org/news/1069256/insighttoolkit4-removed-from-testing/).

Until debian/testing is fixed, we should allow the pipeline to succeed.
