Remove const char* SetFilename overloads

Summary

Remove deprecated const char* overloads of SetFileName methods.

Rationale

Closes #1697 (closed). See also discussion in !189 (comment 71442)

Implementation Details

Fixed only 2 self uses in OTB in mvdVectorImageModel.cxx.
