deprecate mapnik module in 7.0

Can be also related (indirectly) to #877 (closed) which can be close also if we implement this issue.

Which filters in OTB are related to mapnik?

I found one mention of mapnik in the NOTICE file but no filter

Modules/Filtering/VectorDataRendering/ uses mapnik. if needed we can move this filter to Remote module like GKSVM (wink wink)

Indeed if we deprecate Mapnik we also need to deprecate OTBVectorDataRendering which is not used in OTB.
